In a saucepan bring water to a boil. Add quinoa and a pinch of salt. Reduce heat to low, cover and simmer for 15 minutes. Allow to cool to room temperature; fluff with a fork.
Meanwhile, in a large bowl, combine olive oil, sea salt, lemon juice, tomatoes, cucumber, green onions, carrots and parsley. Stir in cooled quinoa.

I made this for dinner and we really liked it. However, my husband ended up eating it like a dip on tortilla chips because he felt like he wasn't getting enough substance. I thought it was great, but would probably end up making it with some grilled chicken breasts in the future. No longer a meatless meal, but this didn't stand up well on its own at our house. :)
